It shall be unlawful for any person to maliciously, willfully or negligently break,
damage, destroy, uncover, deface or tamper with any structure, appurtenance or equipment
which is a part of the wastewater facilities. Any person violating this section shall
be subject to penalties as provided in this article and shall be responsible for any
loss of revenue or monetary expenditures needed for repairs brought about by his actions.
