Pending the completion of review of plans and specifications, the central permitting
manager, at his discretion and with approval of the building official, may authorize
the issuance of a temporary permit for site preparation, excavation and construction
below grade for the foundation only. The holder of the temporary permit shall proceed
only at his own risk and without assurance that a permit for the remainder of the
work will be granted or that corrections will not be required in order to meet the
applicable laws, regulations, or codes.
