§ 38-26. Definitions.

  • The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Advanced life support services (ALS) means any person who, or governmental agency that, performs any prehospital advanced life support measures, which include the use of adjunctive equipment and special techniques such as the use of endotracheal intubation or other invasive airways, cardiac monitoring, defibrillation, establishing intravenous lifelines, drug administration or the use of any other supplies, devices, drugs, substances or procedures, determined to constitute advanced life support under the rules promulgated pursuant to F.S. ch. 401.

    Advisory board means the emergency medical services advisory board as appointed by the board of county commissioners.

    Air medical transportation service means any person who or governmental agency that engages in the business of providing aircraft transportation for basic or advanced life support medical patients.

    Ambulance means any privately or publicly owned land, air or water vehicle which is designed, constructed, reconstructed, maintained, equipped or operated and is used for or intended to be used for air, land or water transportation of persons who are sick, injured or otherwise helpless.

    Ambulance driver means any person who is trained, experienced and qualified, according to F.S. ch. 401, to drive an ambulance.

    Basic life support service (BLS) means any person who, or governmental agency that performs any emergency first aid and patient care measures, which include the application of cardiopulmonary resuscitation (CPR) and other nonadvanced life support (ALS) procedures which will support life until the commencement of ALS physician or emergency department treatment.

    Board means the board of county commissioners or any designee which the board of county commissioners may authorize.

    Certificate means a certificate of public convenience and necessity issued by the board of county commissioners.

    Emergency ambulance service means any person who or governmental agency that advertises or engages in the business of responding to calls for emergency medical care and transportation in the county.

    Emergency medical technician (EMT) means any person certified by the state pursuant to F.S. ch. 401 as an emergency medical technician.

    Medical director means the qualified physician who serves on a contractual basis as the medical director for services in the county, pursuant to F.S. ch. 401.

    Paramedic means any person who is certified by the state and the medical director in the county as a paramedic.

    Rates means the fares or charges established pursuant to this article to be paid by passengers or patients for the transportation and treatment provided by an advanced life support service, basic life support service or air medical transportation.

    Rules and regulations means those specific requirements and guidelines which are promulgated pursuant to resolution and periodically revised by the board of county commissioners.
