Nothing in this article shall restrict the constitutional authority of the sheriff
over his appointees. This article shall be construed as a grant of limited and reserved
privileges on behalf of the sheriff to his appointees and employees. This article
shall not create any rights or interest, whether expressed or implied, and none shall
be inferred. It is not the intent of this article to grant the practice of collective
bargaining to persons in the employ of the office of sheriff who do not otherwise
have that right pursuant to law. No other rights, interests, privileges or protection
shall be created, implied or inferred.
