Article III. REGULATIONS PERTAINING TO SECURITY ALARM SYSTEMS |
§ 66-71. Definitions.
As used in this article, the following terms mean:
Activated means a security alarm system that is not merely installed, but is presently capable of emitting a visual, audible, electronic, signal, message, or other indication of the alarm which can be perceived beyond the boundaries of the premises or structure where it is installed.
Audible alarm means a visual and/or audible indication of the alarm which can be perceived beyond the boundaries of the real property upon which the security alarm system is installed. For real property where occupancy is shared by persons or entities (i.e. a multi-occupancy parcel), an "audible alarm" means an alarm which can be perceived beyond the boundaries of the building or structure in which the security alarm system is installed.
Automatic telephone dialing device or digital alarm communicator system means a security alarm system which automatically sends a pre-recorded voice message or coded signal over telephone lines, by direct connection or otherwise, indicating the existence of the emergency situation that the alarm system is designed to detect.
False alarm means the activation of a security alarm system resulting in the response and arrival of the Pasco Sheriff's Office when a situation requiring a response by that agency does not exist. False alarms caused by mechanical failure, malfunction, improper maintenance or installation of the alarm system, regardless of whether the responsible party is at fault, are included in this definition. False alarms caused by the responsible party's negligent or intentional activation of the alarm system are included in this definition.
Immediately means within a time period of two hours beginning at the time notification is sent by the Pasco Sheriff's Office.
Notification means contact by phone, voicemail, mail, email, or personal notification by the Pasco Sheriff's Office.
Premises means any building, structure or combination of buildings and structures including the curtilage thereof which is used for residential, commercial or any other purpose. At the option of a responsible party, out buildings, separate buildings, or detached buildings may be deemed separate premises for the purpose of registration.
Registration period means one calendar year beginning on September 1 of each year.
Responsible party or responsible parties means the owner, lessee, or occupant, or an authorized representative thereof, of a property where a security alarm system is activated.
Security alarm system means any assembly of equipment, mechanical or electrical, arranged to signal the occurrence of illegal/unauthorized activity or a medical emergency, and which emits a sound or transmits a signal or message when activated. Without limiting the generality of the foregoing, alarm systems shall be deemed to include audible alarms as defined above and automatic telephone direct dial devices or digital communicator systems.
