This article does not apply to a person transporting or dumping, with the permission
of the owner of the property, sand, dirt, broken brick, blocks, broken pavement or
other material suitable for use as fill material for the sole purpose of raising the
elevation of land where an appropriate permit has been issued by the appropriate governmental
agency.
