§ 70-1. Legislative intent and delegation of authority to make rules and policies for specific properties and facilities.
The board of county commissioners finds and declares that the reasonable control and regulation of public property and facilities managed or controlled by the parks, recreation, and natural resources department (PRNR), is necessary to protect natural and historic features; preserve facilities; protect equipment from damage; balance the (sometimes competing) desires of members of the public to enjoy PRNR parks and facilities. To the extent not specifically provided for by this chapter, the board authorizes and delegates to the county administrator or designee the authority to make rules and promulgate policies consistent with these objectives.
